Here is the makeup for the game. It is still evolving. This is just my opinion.
First is this gonna be a CD type thing or will it be on a website? I think it should be on a website. Post back what you think it should be.
When it first starts it would say:
Line Rider Beta 2 Deluxe
A Game By Destroy's Inc.
Play
Then it would show to tools and how to use them. Then you'd press continue.
Then a tool bar on the top with the snow tool as a snowflake and a white blank below for drawing.
That's so far it. Post below your reactions. The begining would be centered.

As for making the "How to"
I wouldn't even worry about doing it straight out.
You can code it so that you can press help then click on the tool to understand what it does
-Player Clicks on Help-Set "Help" = 1
-Player Clicks on Snowflake tool
--if Help is equal to 1-Show snowflake tutorial
--if Help is equal to Zero-Set "Playertool" = "Snowflake"
